This PR:

  1. Adds support for profile updated time, blinded contact and blinded convo info
  2. Replaces all raw usage of Java string access with JavaStringRef
  3. Replaces all raw usages of Java byte array access with JavaByteArrayRef
  4. Removes the use of util level mutex - it has protected nothing
  5. Misc clean up on local references
  6. Splits out concrete Config classes from Config.kt
